Remember: While applying automatically includes you in the move-up procedure, it doesn't for the lottery! If you want a shot at the lottery, you need to sign up for it.

For some programs, the application deadline is just before the lottery's end. They're marked with an asterisk (*). For these, you can join the lottery, but it's unclear until the very end if the remaining places will actually become available. So, using the lottery for these is more of a "just in case" move.
