The so-called "Begabtenförderungswerke" in Germany comprise 13 foundations that focus on supporting high-achieving, committed individuals as part of the "StipendiumPlus" program of the Federal Ministry of Education and Research (BMBF). The basic grant for students is up to 812 euros, plus an income-independent allowance for study costs of 300 euros per month. You should only apply for the political foundation to which you can credibly demonstrate that you share the political values and convictions represented by the foundation.
The foundations have liaison lecturers who recommend students for scholarships, interview applicants and/or supervise the scholarship holders. You can find a list of the liaison lecturers at Goethe University here.
